La région bas-normande est marquée par des restructurations économiques, l’ampleur du chômage des salariés les moins qualifiés et les difficultés d’insertion des jeunes.
Et, lorsque la situation du marché du travail s’améliore, elle bénéficie davantage aux hommes qu’aux femmes.
 Dans le cadre des politiques publiques menées en Basse-Normandie visant à améliorer l’insertion des jeunes et des femmes, le Conseil Régional, avec les structures d’accueil et les organismes de formation, met en œuvre un dispositif destiné à aider ces personnes à définir un projet professionnel et les aider à rechercher un emploi. Il s’intitule plate-forme d’insertion sociale et professionnelle.

 The Southern Normandy area is characterised by industrial restructurations, the extent of the unemployment of the least qualified staff and the difficulties of integrating young people in the labour market. 
And, when the employment market situation improves, generally men benefit more from it  than women. 
Within the framework of the public policies lead in Southern Normandy aiming at improving integration of young people and women, the Regional Council, with the social agencies and the training centres, implements a specific scheme intended to address the unemployed need by tailor-made support and individual action plans and mentoring.
